印尼国油大规模升级炼油厂计划面临障碍
中国石化新闻网讯 据普氏能源资讯8月7日新加坡报道，自印度尼西亚国家石油公司（印尼国油）与世界上几家最大石油公司签署大规模升级炼油厂协议以来已过去9个月，然而，这个升级炼油厂的计划如今仍进展步履蹒跚。
首先是地理位置偏僻规模较小的布拉朱（Plaju）炼油厂，由于它的位置使得追加投资变得不合算，因此，印尼国油上个月已把普拉朱炼油厂从升级名单中删除。
之前，印尼国油选择中国石油化工集团公司为布拉朱炼油厂进行升级改造。
印尼国油时下与包括沙特阿拉伯国家石油公司（沙特阿美）和JX新日本石油能源公司在内的其他合作伙伴的谈判也遭遇障碍，印尼国油的一名高级官员6日称，如果这些公司在最后期限前未能达成一致意见，印尼国油可能寻求引入新的合作伙伴。
印尼国油总裁6日在雅加达对媒体记者说，该公司设定的谈判最后期限前需达成以下协议——今年年底前完成具有34.8万桶/天原油加工能力的Cilacap炼油厂和26万桶/天原油加工能力的Balikpapan炼油厂，以及在2016年底前建成具有12.5万桶/天原油生产能力的Balongan炼油厂和17万桶/天原油生产能力的Dumai炼油厂。
沙特阿美将负责Dumai炼油厂、Cliacap炼油厂和Balongan炼油厂，日本JX公司将负责Balikpapan炼油厂。

Indonesian Pertamina's Massive Refinery Upgrade Plan Faces Hurdles

It has been only nine months since Indonesia's state-owned Pertamina signed massive refinery upgrade deals with some of the world's largest oil companies, but the plan is already faltering.
First it was the small, remote Plaju refinery, which Pertamina last month removed from the upgrade list because its location made additional investment uneconomical.
China's state-owned Sinopec had been selected for the Plaju upgrade.
Now discussions with other partners -- Saudi Aramco and JX Nippon Oil &Energy -- appear to be hitting roadblocks and a senior Pertamina official Wednesday said that it may look to bring in new partners if the companies fail to reach an agreement by the set deadline.
The state-owned company has set a deadline to wrap up agreements for the 348,000 b/d Cilacap and 260,000 b/d Balikpapan refineries before the end of this year, and for the 125,000 b/d Balongan and 170,000 b/d Dumai plants by the end of 2016, Pertamina's president director, Dwi Soetjipto, told reporters in Jakarta Wednesday.
Saudi Aramco was chosen for the Dumai, Cilacap and Balongan refineries and JX for the Balikpapan refinery.
